Democracies can make effective use of knowledge, engage in experimentation, and utilize societal diversity, while also motivating political leaders towards the common good. It is against the emergence of a new democratic scepticism, however, that this book defends the intelligence of democracy.

Chapter 2 introduces pro-market critics of democracy and compares the epistemic abilities of democratic elections and free markets. While epistemic democrats have advocated for the benefits of elections, and Hayekian economists for the benefits of markets, the chapter claims that both institutions face a common set of problems. When it comes to decisions which must account for justice and the common good, elections and markets are argued to face significant incentive and information problems.
