I haven’t focused much on Syria over the years because there wasn’t much to focus on for a China watcher. China supported the Assad regime with 8 vetoes in the UN, which is unusual in that it has only used the veto 16 times ever. This cost the PRC reputationally; there were Arab governments that were deeply unhappy about China’s support for Assad. And it wasn’t like China got a lot from its relationship with Syria in material terms.

The China-Iran relationship is one of the most politicized bilaterals I can think of, perhaps right after China-Russia. I understand why; Iran is an outright revisionist state and the rivalry between the US and China shapes a lot of thinking about Beijing’s behaviour. The US Department of Defense identified China and Russia as its two primary threats, and Iran, North Korea and terrorism as its three secondary threats.

In April 2023 I met with a senior Chinese Middle East specialist. He hadn’t been to the region since pre-COVID and I hadn’t been to China since pre-COVID either, so it was a chance for us to catch up personally and also to get a sense of what had changed in both neighbourhoods since we’d last visited. This was about a month after the Saudi-Iran rapprochement was announced in Beijing, two months after Iran’s President Raisi visited Beijing, and five months after the Xi visit to Riyadh.
