도널드 트럼프 대통령이 해상풍력 발전에 대한 반감을 본격적인 정책 행보로 옮기기 시작했다. 노르웨이 국영 에너지기업 에퀴노르(Equinor)는 지난 17일(현지 시간), 뉴욕 앞바다에서 추진 중이던 대규모 해상풍력 프로젝트 ‘엠파이어 윈드(Empire Wind)’ 1단계 공사를 전면 중단한다고 밝혔다. 트럼프 행정부가 추가 심사를 이유로 공사 중단 명령을 내린 데 따른 조치다. 이 프로젝트는 연방정부와 주정부의 모든 인허가를 완료하고 이미 해상과 육상에서 공사에 착수한 상태였다. 트럼프 측의 이번 조치는 기존 인허가를 무력화하며 풍력 산업 전체를 정면으로 겨냥한 강경 행보로 보인다. 에퀴노르는 이날 성명을 통해 “엠파이어 윈드는 모든 연방 및 주정부 허가를 정당하게 확보했고 현재 공사가 진행 중인 상태”라며 “이번 사안을 관계 당국과 협의 중이며, 중단 명령에 대한 법적 대응을 포함한 다양한 수단을 검토하고 있다”고 밝혔다.
