Lipscomb Mayor Tanja Baldwin declared victory after a circuit judge in Bessemer ruled that the Lipscomb City Council erroneously appointed Tarrant Mayor Wayman Newton as Lipscomb’s city attorney. Both Lipscomb, west of Birmingham and Tarrant, a town of about 6,000 people in east Jefferson County, are embroiled in ongoing disputes between their mayors and councils.
