On March 13, 2024, Members of the European Parliament voted to pass the Artificial Intelligence Act (the “AI Act”), the world’s first comprehensive law on artificial intelligence (“AI”). After the AI Act enters into force, likely in April-May of 2024, the AI Act would then take effect in phases over a 24-month transitional period.

유럽의회가 2024년 3월 13일 인공지능에 관한 세계 최초의 포괄적인 법안인 “인공지능법(the Artificial Intelligence Act)”(이하 “EU 인공지능법”)을 통과시켰습니다. EU 인공지능법은 2024년 4~5월 중에 발효될 것으로 예상되며, 이후 단계적으로 시행될 예정입니다. 금지되는 인공지능 시스템에 관한 조항 등 일부 조항은 발효일로부터 6개월 후에 시행되며, 실천 강령(codes of practice)은 9개월 후에, 거버넌스를 포함한 범용 AI 규칙은 12개월 후에 각 시행됩니다. 고위험 인공지능 시스템에 관한 의무 조항은 발효일로부터 36개월 후에 시행될 예정입니다. I. EU 인공지능법의 규제 범위EU 인공지능법은 주로 인공지능 시스템을 개발하는 공급자 및 인공지능 시스템 배포자(사용자)를 규제합니다.

방송통신위원회는 지난 2월 14일 부가통신서비스 제공 중단 시 고지의무 강화 등을 내용으로 하는 전기통신사업법 시행령 일부개정령안(이하 “개정안”)을 입법예고 한다고 밝혔습니다. 개정안은 2월 14일부터 3월 25일까지의 입법예고 기간 동안 의견 수렴 과정을 거쳤고, 향후 법제처 심사, 차관회의 및 국무회의 심의 등을 거쳐 확정, 공포될 예정입니다. 개정안의 주요 내용은 다음과 같습니다. I.    주요내용1.    부가통신서비스 중단 시 중단사실 고지 대상 확대전기통신서비스 제공이 중단되는 경우, 전기통신사업자는 전기통신서비스의 제공이 중단된 사실 및 그 원인, 대응조치 현황 및 관련 상담을 접수할 수 있는 연락처 등을 지체없이 이용자에게 알려야 합니다(전기통신사업법 제33조 제2항, 동법 시행령 제37조의12 제1항).
