On one hand, these places face severe risks from climate change and are often called the “front line” in the war against climate change. Early indications suggest that IRA’s tax incentives, together with other key macroeconomic advantages enjoyed by US manufacturers, have stimulated impressive flows of new capital investments in clean technology manufacturing and production.
