An Allegheny County man has been charged with sexual extortion and the fentanyl overdose death of a teenage girl, formerly of Oil City, nearly one year ago. State Attorney General Dave Sunday announced 27-year-old Shakeirs Foster had been arrested and charged with extorting a 15-year-old girl for "sexual conduct" in exchange for fentanyl, which led to her death on May 14. The girl has been identified as Mia Pepper, according to reports from WTAE-TV.

An Oil City man is facing charges in a third incident of allegedly fleeing from police over the past several months. On Nov. 14 at about 12:30 a.m., Franklin city police said in a criminal complaint that they attempted to stop a white Ford sedan, driven by Phillip Davis, Jr., 28, at the PNC Bank ATM in the 1100 block of Liberty Street in Franklin. The complaint notes that the vehicle was registered as belonging to a man in Seneca.
