The Second Reading of the Water (Special Measures) Bill in the House of Lords last week met with a mixed reception, with some peers indicating they would be looking to toughen up the starting positions as introduced by Defra’s Parliamentary under-secretary Baroness Hayman during the committee stage. Baroness Hayman summarised the key provisions, which are centred around giving new powers to regulators to sharpen up water industry performance.

For the first time since the business water retail market opened in 2017, new entrant retailers have acquired the majority of switchers. That was among the findings of Ofwat’s 2023/24 state of the market annual report. 54% of switchers moved to a new entrant – the first time non-incumbents have taken the majority of business. New entrants now supply 8.5% of all supply points, and grew their market share by 1.6% in 2023/24.

The ‘leading’ category remained empty from last year as Ofwat published its annual report on water company performance for 2023/24 last week, though four firms did pull themselves out of the ‘lagging behind’ category. Thames, Yorkshire, Bristol and South East joined all other companies in the ‘average’ category, except for Anglian, Welsh Water and Southern which stayed in the bottom band (see graphic).

Customer representation could be required on water company boards under Labour’s reform plans. That was indicated by water minister Emma Hardy in response to a written question from Labour MP Alex Mayer on the merits of employees and bill payers being made members of the boards of water companies. Hardy said: “On 11 July 2024, the secretary of state announced consumers will gain new powers to hold water company bosses to account through new customer panels.

The Consumer Council for Water (CCW) has confirmed that Mike Keil, who has been acting as interim chief executive since October 2023, will take up the role on a permanent basis. Keil has been with CCW for seven years, having previously served as head of policy and research and then senior director of policy, research and campaigns. Keil said: “I’m absolutely delighted to be leading the fantastic team at CCW on a permanent basis.
