For five decades, federal Pell Grants have been the primary source of financial aid for low-income students who want to go to college. Pell, however, hasn’t kept pace with rising costs for tuition, books, fees and other educational expenses. The program’s reduced buying power means it now covers, on average, just one-third of the cost to attend a typical four-year, public university, according to the National Center for Education Statistics.

For far too many of the estimated 880,000 Arizonans who were eligible for this program, the weight of student debt is stifling their aspirations and preventing them from taking entrepreneurial risks that make our economy stronger.
