David E. Boggs was arrested for possession of marijuana in Tippecanoe County in 2020. Three months later he was arrested again for drug possession and jailed in neighboring Clinton County, where inmates can be charged a “pay-to-stay” fee for their time in jail. The fee was $8 a day, and by his release on April 15, 2021, Boggs racked up a jail bill of $1720.52 on top of the typical court fees for each case. Yet his troubles started for possession of a drug that is legal just 60 miles to the west.
