    LEBANON, Tenn. (WKRN) — An apparently random shooting at a red light led to a standoff with law enforcement before the suspect was taken into custody at a Lebanon motel Tuesday.     MT. JULIET, Tenn. (WKRN) — On Monday night, Mt. Juliet commissioners will vote on a proposed budget, which includes a multi-million dollar bond for a proposed recreation and aquatic center. Voters may soon decide the project’s fate. If commissioners approve the budget ordinance, the decision to take out a $14 million bond to fund the project would go to voters in a referendum. This also comes as a property tax rate hike looms within the budget.
