Mearsheimer and Sebastian RosatoSurprisingly, for an article assessing the prevalence of rationality in international politics (“Why Smart Leaders Do Stupid Things,” November/December 2023), Keren Yarhi-Milo’s review of our book, How States Think, never offers its own definition of the term. Yarhi-Milo does, however, argue that irrational leaders resort to mental shortcuts, otherwise known as heuristics, or succumb to their emotions.

The conflict in Israel and Palestine has thrown American campuses and society into turmoil. We are both deans of public policy schools. One of us comes from a Palestinian family displaced by war. The other served in Israeli military intelligence before a long career in academia. Our life stories converged when we were colleagues and friends for 10 years on the faculty of Princeton University.
