Jay Cost, How Congress Lost, Part VII: The Ambiguous Legacy of Andrew Jackson , American Enterprise Institute, May 2025. Richard had not planned to write a book on rum. Yet he did, and in the process became a fan of the spirit and its wild, seafaring, and intensely political history. I was delighted when he came to Washington, DC. We met at a bar on Capitol Hill, not far from the Library of Congress. You can learn more about Richard’s writings and enthusiasms at RichardFoss.com. I like a lot of the Kite and Key videos being created. They are clever, funny, and do a good job of making complex government topics cognizable in 10 minutes or fewer. You should check them out! This new one on earmarks, however, made me grit my teeth a little. It’s clever, but the analyses is a little skewed and it little helps viewers understand why federal dollars flow to localities.

"Because the Congress did away with all home state local projects in an extended government funding package approved back in March, the Army Corps had to decide what to fund. And the White House budget office made sure that California did not benefit." https://t.co/5kBAxLW3Ef

The Trump administration claims in a court filing that the Library of Congress is an executive branch agency.
