In spring 2023, the UK Government’s Department of Culture, Media and Sport published a white paper on reforming English football club governance. Since then, the Government has consulted with leagues, clubs, the FA and other stakeholders to develop its plan to create an independent regulator for football. In its consultation response, the Government reiterated its view that statutory intervention is needed and shed light on how it envisages the new independent regulator would operate.
