Deputy Chief David Kowalski currently serves as the Commanding Officer of the LAPD’s Counter Terrorism and Special Operations Bureau. He is a graduate of the Senior Management Institute of Policing at Boston University, the Harvard Kennedy School of Government’s Leadership in Crisis program, the Anti-Defamation League’s Advanced Training School on Extremism, and the FBI’s Leadership in Counter Terrorism (LinCT) in 2023.

From the EditorFrance24’s Wassim Nasr is the only international journalist to spend time with Syria’s de facto leader Ahmed al-Sharaa both before and after the fall of Assad. In the spring of 2023, Nasr traveled to Idlib where he met with al-Sharaa (who at the time was widely known by his jihadi kunya Abu Muhammad al-Julani).

Wassim Nasr is a French journalist who has been monitoring jihadi groups for more than a decade for the French news outlet France24 in French, English, and Arabic. He has conducted multiple investigations and interviews in this regard. Nasr is a senior research fellow at the Soufan Center and is the author of État islamique, le fait accompli (2016). He has also been a contributor to CTC Sentinel.

Meet Cadet Sarah Cao, the CTC Cadet of the Month for January 2025. Sarah is double majoring in international affairs and Chinese at West Point, with a minor in terrorism studies. She is a Stamps scholar, Winant scholar, and Stokes writing fellow. Sarah has interned at the Center for Naval Analyses and the U.S. Mission to the United Nations. Her research examines cross-strait relations and economic statecraft. She has presented her work at a total of six conference panels.

Abstract: Digital platforms were slow to build robust teams to counter threat actors, but today, many of those corporate teams have robust processes, specialized tools, and innovative approaches to countering highly adaptive adversaries. They operate in a tremendously dynamic environment where their adversaries can innovate at low cost, primarily because of the nature of the digital “terrain” where the conflict occurs.

Abstract: It is critical for the counterterrorism community to have a sophisticated understanding of the components of external operations and the indicators that help to signal that a network’s interest, capabilities, or attack planning are advancing. It is even more critical to be able to effectively provide warning when an external operations terror attack is imminent.
