    It was a marathon week of voting. Debates were had, gavels were broken, and senators took a break from policy to discuss what sort of vehicle they would be if given the choice (Sen. Craig Hickman, a train; Sen. Mark Lawrence, a submarine; Sen. Joe Baldacci, a “big red firetruck,” etc.) In many cases, the Maine Senate and House of Representatives split over whether to support legislation.

    The chambers are not always aligned on every bill. When the Maine Senate votes one way and the Maine House of Representatives another, they have a chance to reconsider or alternately to “insist” on their position. If they are unable to reconcile their differences, legislation then dies in nonconcurrence (though technically they could be recalled with a two-thirds vote).

    With roughly a month left of the legislative session, some big ticket bills are starting to be set aside until next year. Requests for bills that committees hope to carry over to the 2026 session are supposed to be due to the presiding officers on Friday.     The House voted under the hammer to advance an emergency measure (LD 1948) that would make the funding in the two-year budget for MaineCare available more immediately (more on that here). The body first voted 69-63 to suspend the rules to bypass the committee process, which will also require Senate approval. Also, for an emergency to pass, it will ultimately require support of two-thirds of both chambers. There will be more on that to come.
