The decree, which aims to attract foreign investment in higher education, will come into effect on Nov. 20. It stipulates that the Prime Minister holds the authority to approve the establishment of foreign university branches in the country. A minimum investment of VND500 billion ($19.7 million) and a land area of at least 2 hectares are required for university branches. Teacher and student criteria must align with the university’s policies abroad but cannot fall below Vietnam’s national standards.
