    Dead civilians covered in sheets of foil, burnt out cars and destroyed buildings. That was the scene that news crews filmed on Sunday in Sumy, a city in northeastern Ukraine. Russia had fired two ballistic missiles at the city's central district, killing 35 civilians, including two children. More than 115 people were injured. A week previously, another Russian ballistic missile killed 19 civilians, among them nine children, in the central Ukrainian city of Kryvyi Rih.

    Poland's finance minister has said that the European Commission's ReArm Europe defence plan is now a top priority for his country's presidency of the Council of the European Union. Andrzej Domański said the aim of the Polish presidency is now to "finalise work on the package urgently". EU finance ministers were meeting for a second day in Warsaw and spent the morning discussing how member states can put the commission's defence spending proposals into action.

    Supporters of Ekrem Imamoglu, Istanbul's popular mayor, believe that his arrest on 19 March was politically motivated in order to prevent him from opposing Recep Tayyip Erdogan, Turkey's long-serving autocratic president. Mr Imamoglu was detained on charges of alleged corruption and supporting terrorism, which he denies. All this happened just four days before he was due to be declared as his party’s candidate for Turkey’s next presidential election in 2028.
