This paper is one in a series that assesses the implications of different proposals. This paper focuses on a policy proposal that would impose per capita caps on Medicaid spending and reduce the 90 percent federal matching rate that now applies to adults covered under the optional Medicaid expansion.

    Many complain President Biden has flouted the rule of law by granting a full and unconditional pardon to his only surviving son. I disagree. Under Article II of the U.S. Constitution, the president’s granting of a pardon and exhibiting mercy is consistent with the rule of law. In other words, while he is still the President, he may pardon anyone he wants. And Democrats should thank President Biden for showing the resolve and adherence to law necessary to survive the incoming administration.
