Il report sulla competitività europeo di Mario Draghi contiene moltissime raccomandazioni e proposte, ma, come ampiamente dimostrato dal dibattito di questi giorni, una è più pesante di altre: quella di mobilitare annualmente investimenti pari al cinque per cento del Prodotto interno lordo europeo, cioè oltre settecento miliardi di euro, per favorire una politica industriale comune. Secondo Draghi, infatti, una cifra del genere non potrà essere raggiunta senza introdurre un debito comune europeo.
