Grout lived a colorful life. As a young man he mined out west, worked on the railroad, farmed and spent 12 years as a traveling salesman in the Dakota Territories. CEDAR FALLS | Overman Park is the earliest documented park acquired by the city, in 1853. The full block of green space is in the heart of the Vintage Home District near downtown, between Second and Third streets. An ornate bandshell crowns the crest of the park’s hill. The Cedar Falls Municipal Band began raising funds for its permanent concert home in 1994. About $250,000 was raised to pay for it. Within two years, the band shell was completed for its inaugural concert June 5, 1996.

Facing a $258 million budget deficit, San Diego City Council members spent an hour Tuesday night delivering an unprecedented public bashing of the region’s main water seller for ever-climbing costs. Water purchases from the San Diego County Water Authority are the city of San Diego’s second-largest expense and its price increase this year was double what the agency once forecasted.
