Homa Bay Town MP George Peter Opondo Kaluma is an interesting man, one worth a mention or two in the annals of Kenya’s Legislature. He is a man of original ideas, one who does not hesitate to defend them to the hilt even if the whole world opposes them, and one who is not averse to controversy even if he knows for sure that he may be wrong.

There can be no doubt that devolution was the best thing that happened to this country 10 years ago when the new model of governance was implemented, three years after the promulgation of the new Constitution. It happened in March 2013 after the creation of 47 counties and the election of a similar number of county governments.

One of the most important obligations for any government is to ensure that as many of its able-bodied youths are in gainful employment, therefore contributing to the country’s economy while bettering their own lives and those of their dependents. Widespread joblessness is a festering sore, one that inevitably leads to widespread poverty, dependence, desperation and crime. These are all outcomes few governments, except the very clueless, desire for their people.

On July 26, the leader of the Democratic Republic of Niger, Mohamed Bazoum, was deposed by his own presidential guard led by Gen Abdourahamane Tchiani, citing reasons that have become all too familiar: Insecurity, poor governance, and endemic poverty. The response from its former coloniser, France, the United States, and the Economic Community of West African States (Ecowas) was predictable: Restore power to the legitimate leader in a week or face dire consequences.
