    Much of the world is now bracing for yet another period of uncertainty and potential chaos in the wake of the election victory of Donald Trump in the United States last week. The incoming president’s previous foreign policy platforms were based on widespread disengagement and at times isolationism, questioning American multilateralism, while habitually praising autocratic leaders and criticising USfriends and allies, while promising a more transactional approach to diplomacy.

    Although there remains much conventional wisdom which still considers the Arctic to be only loosely situated within international law, and potentially subject to an inevitable competition over influence and resources, like any other body of water the legal framework of the Arctic, (including the United Nations Convention of the Law of the Sea) or UNCLOS, is extensive and robust. That does not, however, grant these frameworks freedom from complete immunity to challenges or reinterpretation.

    With the Arctic finding itself under ever greater global scrutiny due to climate change, and opening up to increased economic activities, from shipping to mining to fishing, the question of whether great power competition is spilling over into the far north has assumed greater importance. One aspect of this attention has been the idea of a probable, and perhaps even inevitable, Arctic pact between China and Russia, one based on mutual northern interests and shared mistrust of the West.
