    1 INTRODUCTION One of the most interesting actors found within governments across the world is the ministerial adviser, defined as someone ‘appointed to serve an individual minister, recruited on political criteria, in a position that is temporary’ (Hustedt et al., 2017, p. 300). Amongst a wealth of research focusing on their roles, careers, relationships, and regulation (see Shaw, 2023) are questions about the importance of the different institutional settings in which they are found.

Long-standing conventions included extreme power imbalances between parliamentarians and staff and a lack of professionalised employment practices.
