1 Introduction Large complex infrastructure systems require planning for long time horizons over which supply, demands, technology, and policy are continuously evolving. Failing to explicitly account for these changes is likely to lead to suboptimal planning outcomes, but the computational intensity of optimizing complex, multiscale systems under both current and future conditions is large.
