The report, commissioned by the West of England Combined Authority (WECA), also claimed there was "no clear way" to fund it. It estimated prices of different systems from £1.6bn to £18.3bn. Mr Rees's spokesperson said the report was "discredited" and the likely cost was between £4-7bn.

My middle son, Sam, was in fourth grade when the COVID-19 pandemic shut down the nation’s schools in March 2020. He attended fifth grade in a hybrid model. At the time, my wife and I were grateful that he was with teachers and classmates a few hours a week. But it soon became clear that he was getting neither the benefits of fully in-person education nor those of a well-designed online learning program. The first warning sign came on that year’s final report card.

It’s not exactly a report card you’d want to tape to the fridge. The latest Nation’s Report Card, released Wednesday, highlights how eighth-graders are doing in US history and civics. Just 13 percent of students demonstrated proficiency in history on the National Assessment of Educational Progress, and 22 percent hit that target in civics. The results mark a decline in scores in both subjects since the tests were last administered in 2018.
