    A report for a meeting of the council’s cabinet on June 19 shows where savings are being made as ruling Conservative councillors celebrate a boost to depleted reserves.     Planners at the authority said yes to a change for use for a shop on Shell Corner near Blackheath to become a microbar for a maximum of 30 drinkers. The new bar, at 294B Long Lane, was approved despite West Midlands Police telling planners they did not have enough information to deliver their verdict.
