On April 25, the United States Environmental Protection Agency (EPA) released a final rule for regulating greenhouse gas emissions from fossil fuel–fired generating units in the power sector (see this previous commentary from the authors’ colleague Cy McGeady). Key changes between the EPA’s originally proposed rule and the final rule were the exclusion of rules for existing gas-fired power plants and the use of hydrogen as a low-carbon fuel.

The much-awaited announcement of first round of winners for the Regional Clean Hydrogen Hubs (H2Hubs) came on October 13, 2023. The H2Hubs are part of a $8 billion initiative at the U.S. Department of Energy (DOE) to facilitate the development of a domestic clean hydrogen value chain. Created by the Infrastructure Investment and Jobs Act (IIJA), the H2Hubs must meet a few criteria, such as the diversity in geographic allocation, feedstock and production pathways, as well as end users.

The Regional Clean Hydrogen Hubs (H2Hubs) program, a U.S. Department of Energy (DOE) initiative, is meant to catalyze the clean hydrogen industry by using money from the Infrastructure Investment and Jobs Act to link prospective producers of clean hydrogen with prospective buyers. One risk factor that the program faces is too many willing suppliers—in large part due to the hydrogen production tax credit from the Inflation Reduction Act—but too few buyers.

The United States is in the early stages of its clean hydrogen development strategy and already faces a critical decision juncture. The Inflation Reduction Act (IRA) introduced the 45V Hydrogen Production Tax Credit, which awards up to $3 per kg of hydrogen produced to projects with a lifecycle greenhouse gas emissions intensity of less than 0.45 kilograms per kilogram of hydrogen (kg CO2e/kg H2).
