The Aiken City Council is expected to consider the first reading of ordinances May 12 increasing the rates the city charges its water and sewer customers and increasing the city's stormwater fee. The city's water and sewer rates are determined using a formula: a base charge plus a charge based on the amount of water and sewer effluent used by the customer.

AIKEN — An Aiken man allegedly exposed himself to a woman at a Northside grocery store. Aiken Department of Public Safety officers and Aiken County Sheriff's deputies arrested Alfred Emile Desle, 84, May 6, Officer C.V. Almendarez reported. An employee of K.J.'s — 1048 York St. N.E. — said Desle frantically gestured toward his pants as if to get her to look April 11 and when she did he had exposed himself, Almendarez added.

AIKEN — An Aiken Winter Colony estate could soon be sold and used as a restaurant and for overnight accommodations. A potential buyer is under contract to purchase Rose Hill, Consultant Chris Jackson told the Aiken Design Review Board on May 6. Rose Hill — at 221 Greenville St. N.W. — was built around 1900 for Sheffield "Ted" Phelps and his wife, Claudia . Phelps was the grandson of the founder of a railroad and the son of an ambassador to Germany.

AIKEN — The city of Aiken will take step back from its plan to demolish, replace and reopen the Fairfield Street Bridge. City Manager Stuart Bedenbaugh withdrew the city's applications asking the city's Design Review Board for permission to demolish the existing bridge and replace it with a modern bridge similar to the York Street Bridge. Bedenbaugh withdrew the applications around two hours and 20 minutes into the Design Review Board's May 6 public hearing and public discussion.

AIKEN — Portions of an Aiken County interstate reopened May 7 after being closed for several hours due to a tractor-trailer crash and chemical spill. Interstate 20 was closed from exit 18 (S.C. Route 19/Edgefield Highway) to exit 29 (Wire Road) after a tractor-trailer went off the side of a bridge at Exit 22 (Columbia Highway/U.S. Route 1) at 4:38 p.m. May 6.

NEW ELLENTON — An Aiken County man pleaded guilty May 5 in connection to a 2022 Christmas night stabbing in New Ellenton. Ruben Tyron Marquelle Perry, 30, pleaded guilty to involuntary manslaughter before Judge Walton McLeod IV. McLeod sentenced Perry to five years in prison but suspended it, according to Aiken County General Sessions court records. The judge also placed Perry on probation for two years and provided Perry credit for 876 days served, the court records indicate.

AIKEN — An Aiken man has been accused of forcing himself on a woman. Michael LaFrancis Futrell, 46, was arrested May 4 according to an Aiken County detention center booking report. Officers were called at 6:26 p.m. May 4 to a residence on Suffolk Drive, Officer J.A. Starke reported. Suffolk Drive is in the River Bluff neighborhood which is off of Silver Bluff Road on the city's Southside. A witness said he invited a 39-year-old woman to spend time with him and his friends, Starke said.
