As the war in Ukraine enters its third spring, leaders from Brazil, China, the Vatican, and elsewhere have urged Ukraine to negotiate with Russia. Ukrainian forces are unlikely to break through fortified Russian lines, the argument goes, and Kyiv should recognize the reality of Russia’s territorial annexation. Ukraine has successfullyused drones to both surveil and attack Russian targets, but drones alone cannot win the war.
