The Charleston County school board could soon start discussions about launching a search for a new top administrator, but a board rule that limits the district superintendent’s hiring abilities might pose further problems for the already troubled district. The school board unanimously passed the rule on May 18, while temporary superintendent Don Kennedy led the district. Per the rule, the superintendent cannot hire, fire or move employees within the central office without board approval.
