Sec. Lutnick confirms this is the case: "The 10% baseline is for countries that have balanced budget with us, that are the best, and those who had trade deficits are going to have a higher tariff," he says on CNBC. "The best they can do is 10% -- most likely they'll be higher."

The most significant takeaway from today's UK trade announcement for me is that for a country that a) the US has a rare trade surplus with and b) had already been negotiating with the US for ~a decade, the best the UK could get was a 10% baseline tariff with very few exemptions
