The New York Road tunnel has been closed since February, to enable engineers to replace bearings. The tunnel, which allows vehicles to travel under an Inner Ring Road flyover, was expected to be shut until the autumn.

The permits will be required in order to use household waste recycling centres in Halifax, Todmorden, Sowerby Bridge, Brighouse and Elland.
