The Napa River continues to be dry (dewatered) beneath the Pope Street Bridge every spring, summer and autumn since the city began pumping water year-round from the two Stonebridge wells. The Napa River is a “navigable waterway of the United States,” and it’s illegal to extract water from the river. Is this a viable way to cover the water deficit in St. Helena? It’s only a matter of time before the county, with mandates from the state, demands the pumps be shut down.

Then, in 1952, he opened Blackwater Cottons: 250 people were employed in the two plants. But unemployment and emigration were still rife.
