    Ontario is experiencing a host of problems, from rates of homelessness not seen in decades to the net loss of 100,000 residents to other provinces over the past four years. Many of these problems share a root cause: homebuilding that lags the rest of the country. This is not a recent phenomenon. Over the past six years Ontario is in the bottom half of provinces in terms of housing starts per capita. This is despite Ontario having population growth higher than the Canadian average.

    The Blueprint for More and Better Housing, released in early 2024, provided a plan for Canada to build 5.8 million affordable, resilient and low-carbon homes. Although many of the recommendations have proven popular with policymakers and the public, getting buy-in for the overall vision can be difficult. Too often, those policymakers and the public see the four goals of the Blueprint at odds with each other.
