ABSTRACTThe majority of English Local Authorities (LAs) have set targets to achieve net zero greenhouse gas emissions by 2050 or sooner, despite having no formal responsibilities to do so. However, it is questionable whether LAs are able to deliver these plans and targets whilst they are subject to significant operational pressures.

1 INTRODUCTION Rapid emission reductions are needed to prevent dangerous levels of climate change. The United Kingdom has committed to Net Zero by 2050 (UK Government, 2019) and the UK's Sixth Carbon Budget requires a 78% reduction in territorial emissions between 1990 and 2035 (CCC, 2020).

ConceptsDebates about equitable energy demand reduction (EDR) are informed by concepts such as ‘consumption corridors’17,18, the ‘safe and just space of humanity’19 and the ‘good life within planetary boundaries’20. The proposal to reduce global energy use and associated emissions to a level compatible with planetary boundaries22,23 while ensuring that everyone’s basic needs24,25 are met responds to a situation where, globally and nationally, overconsumption is paired with underconsumption.
