Rolf Kaestel, an Arkansas man who served 40 years of a life sentence for using a toy gun to rob a Fort Smith restaurant of $265 in 1981, can’t seem to escape the Department of Corrections, even in death. A crucial whistleblower in the Arkansas prison blood scandal, Kaestel died Feb 25, 2024, of cirrhosis and liver cancer. His death came less than three years after he was granted clemency by former Gov. Asa Hutchinson.

Tensions over the search for a city manager bubbled to the surface during a Little Rock Board of Directors agenda-setting meeting Tuesday, where city directors also discussed assisting the troubled agency in charge of administering federal housing programs in Little Rock. Ward 7 Director B.J. Wyrick said Tuesday she intends to place a resolution on the board’s June 17 meeting agenda that would establish a panel of three city directors to make three recommendations for the city manager position.

This week’s Little Rock Board of Directors meeting marks just over a year since Ward 2 Director Ken Richardson has appeared at a city board meeting. But documents obtained by the Arkansas Times show Richardson has continued to receive a salary and other compensation from the city. Richardson, who has served on the board since 2006, last appeared at a board meeting on May 14, 2024.
