1 INTRODUCTION The discussion of language policy and planning in the context of educational changes (Ball et al., 2012; Braun et al., 2011; Li & Shen, 2024) has prompted previous studies to focus on teachers’ roles and the multifaceted nature of teacher agency in response to policy (e.g., Ali & Hamid, 2018; Guerrero & Camargo-Abello, 2023; Lau et al., 2022; Rushton & Bird, 2024; Yakavets et al., 2023).
