JAFFA, Israel — The move by Hamas in recent weeks to try to stop a wave of protests against it in Gaza reflects the group’s determination to continue silencing dissent even as the war with Israel has left the militants badly weakened. The 14 Palestinian emergency workers had been missing for a week when U.N. and civil defense personnel found them late last month in a mass grave of sand. Israeli soldiers had buried them, as well as the wreckage of their ambulances, videos showed. Theirresting place, outside the southern Gaza city of Rafah, was marked with one of their red emergency lights. The Israeli military says its soldiers had believed the men were Palestinian militants and had fired on them from a distance.
