1 Introduction Increasing geopolitical tensions have become a major concern particularly for middle powers such as Japan standing between the USA and China. The logic of national security policy is strong, and policy debates tend to neglect its implications for the business environment. Our private sector has started facing various government controls and restrictions under the name of national security, and policy uncertainties become enormous.
