Before and after framing the constitution some people socially and educationally backward for lack of capital, land, skills, mental ability, government employment etc, were doing menial jobs. These jobs were far from, or hardly sufficient for making their ends meet. Consequently these people did not grow & flourish on the economic scale and were thus held in very low esteem in the societal strata. To uplift them government devised a policy of reservation of jobs in government services.

In the month of March 2024 the Government of India announced dearness allowance hike by four percent raising this key allowance to 50 percent for over 50 lakh government employees and 67 lakh pensioners which triggered automatic revision in several allowances by upto 25 percent, effective from January 2024.

A large conglomeration of population with its multifarious activities is a feature of a city and a capital city has a preponderance and prominence over all. Srinagar has remained the capital of Kashmir since long.
