When Monica Allan was just five years old her own mother tried to kill her. Elizabeth Mount, who also tried to kill Monica when she was a baby, was jailed and her daughter was put into foster care. Whilst in care Monica would experience physical and sexual abuse at the hands of those who should have protected her. The now 55-year-old was told she could not seek compensation because of the “same roof” rule, meaning victims who lived with their attackers up to 1979 were ineligible for pay-outs.
