That there is no single way of using evidence in the design and implementation of public policies across sectors is a sentiment widely held in the field, but little systematic evidence exists to advance a policy sectoral approach to evidence use. Research into evidence-informed policymaking is often based on studies in key policy sectors like health that sought to offer a universalistic account of evidence use. Cairney and Oliver (2017, p.
