In March 2023, OpenAI released GPT-4, one of the most sophisticated computer programs for producing persuasive facsimiles of natural expression (including language, images, and even video). Such programs are known as "generative foundation models" (GFMs). GPT-4 may or may not constitute a breakthrough toward "artificial general intelligence," but two things are clear: GFMs will become increasingly capable of creating large-scale deception and surveillance.
