A Columbia University student who grew up in the occupied West Bank, the 34-year-old Mahdawi was detained in April after being summoned to a federal immigration office in Vermont for what was supposed to be his final test to become a US citizen. Mahdawi’s freedom may be fleeting. The Trump administration, which has called him a threat to national security, continues to seek his detention and, more than likely, deportation.

All roads have led to Louisiana as the Trump administration has sought to detain and deport international students and scholars who have spoken out against Israel. In at least five high-profile cases in recent months, federal agents have attempted to ship such detainees from the Northeast to jails in the Bayou State. The government’s goal, defense lawyers have alleged, has been to “forum shop” — or ensure that their cases are heard in one of the most conservative federal districts in the country.

BURLINGTON, Vt. — Todd Smith stepped across a missing plank on a dock jutting out into Lake Champlain as workers reconnected water lines to Burlington Harbor Marina’s 160 boat slips. A brisk south wind whipped through American, Canadian and Vermont flags as Smith, the marina’s general manager, gestured toward a concrete fuel dock. “On a nice summer day, this is where all the action is,” he said.

ST. ALBANS, Vt. — Palestinian flags waved in the wind Wednesday evening as about 200 protesters gathered near a state prison here to demand the release of Columbia University student activist Mohsen Mahdawi. They stood bundled in winter coats and hats near a faded stone sign for the Northwest State Correctional Facility, a few hundred yards from the prison complex and between a pair of dairy farms, about 15 miles from the Canadian border.

When federal officials led a handcuffed Mohsen Mahdawi out of an office building in northern Vermont on Monday, he became the latest international student whom the Trump administration had apparently targetedfor speaking out against Israel’s war in Gaza. But those who know Mahdawi say it’s absurd to suggest he “engaged in pro-terrorist, anti-Semitic, anti-American activity,” as the president has said of protesters at Columbia University where he was a student.
