Swaths of the Louisiana coast are under storm surge warnings, after Francine made landfall in Terrebonne Parish, La., and passed northwest of New Orleans. As it rapidly weakened ashore, the National Hurricane Center downgraded Francine to a tropical storm. Along the Louisiana coast, Francine had triggered damaging wind gusts topping 100 mph and unleashed torrential rain.
