These debates are relevant to city leaders today. City economies are embedded in national and global economies, which are embedded in the biosphere.

Pluralism ought to be normal; this is not the case. Choices are based on imagined projections whose costs are invisible, limned theoretically yet unobserved. ‘If all we have is a hammer, everything looks like a nail.’ Substitution assumptions say our relations involve a conflict of interests.
