Yesterday, I remarked on Prime Minister Trudeau’s frustration during the NATO Summit. Today, let’s discuss Conservative leader Pierre Poilievre’s comments about Canadian defence spending, which he delivered after the Summit had wrapped up. When asked whether he would commit to spending 2% of GDP on defence, Poilievre demurred. He said that he can’t make that pledge until he’s seen the real state of Canada’s finances.

It needs to stop. If nothing else, the scathing final report of the Cass Review released this week (but commissioned four years ago to investigate the disturbing practices of the UK’s Gender Identity Service), is a reminder that doctors historically are guilty of many sins.

As a collective defence alliance, NATO operates on the principle that an attack against one member is an attack against all. This principle is enshrined in Article 5 of the NATO agreement. Although Article 5 allows each ally to respond as they see fit, there’s an understanding that allies have an obligation to defend each other.

Canada’s political parties struggle with national defence. Our two main federal parties approach the defence file with competing priorities and values, which makes it hard for them to articulate a clear stance on military matters. While critics often complain that we lack a bipartisan consensus on defence, our challenge is arguably deeper than that: our parties have trouble aligning their own views on the military.

Domestic deployments are hampering Canadian Armed Forces’ ability to undertake international operations. The Chief of the Defence Staff and other senior leaders have raised this issue several times recently. They’re clearly concerned that the CAF’s effectiveness as an expeditionary force is being undermined by a series of domestic crises and emergencies requiring military assistance, including the Covid-19 pandemic and the major forest fires Canada experienced in recent summers.

By: Philippe LagasséChristmas came early for the Canadian Armed Forces in 2023. Last month, the Canadian government announced the acquisition of up to 16 P-8 maritime patrol aircraft, 11 MQ9-B SkyGuardian remotely piloted systems (i.e. drones), and a suite of land command and communications and surveillance systems. These purchases are on top of earlier decisions to purchase 88 F-35 fighter aircraft and nine CC-330 Husky transport and refuelling planes.
