    What started as a sub-prime mortgage crisis in the US in 2007 snowballed into global recession soon after. It has turned itself into an economic crisis, if not a sociopolitical one. While the period covering 2014–19 was one of return to the growth trajectory, albeit of the new normal variety, there were various headwinds affecting growth—the US-China trade war, initial confusing signals of Brexit finally culminating in the UK’s exit from the European Union—to name a few.

    Out of this increase, interest payments are around Rs 1 lakh crore higher as compared to the previous year, accounting for roughly 25 per cent of the rise. The claims of a denial of a fair share of resources from the national pool vis-à-vis those that benefit from the redistributive transfers of that pool is a complex issue.     Babloo Loitongbam is a lawyer and a well know human rights activists from Manipur. He is the director of Human Rights Alert, a human rights organisation. Babloo has been a long-time associate of civil rights activist Irom Sharmila who went on a hunger strike against the Armed Forces Special Powers Act. Though based in Imphal, Babloo has been stuck in Delhi since the violence broke out in Manipur. His family was threatened forcing him to stay put in the national capital till the situation improved.
