The current housing crisis in Florida is well recognized. One promising solution is the use of surplus or under-utilized government-owned land for the development of new affordable housing. By leveraging their land holdings through ground leases with developers, governments can facilitate the expedited development of new affordable housing, generate new public revenues (through rent and other payments) to support additional housing projects, and further other public-policy objectives.

Public-Private Partnerships (P3s) are an increasingly common method of delivering public infrastructure. When structured properly, P3s allow governments to leverage private-sector expertise and resources to deliver essential infrastructure projects in a more efficient manner. One critical provision of a P3 agreement relates to what is known as the “handback” phase of the project. The handback is the transfer of the project from the private sector to the public sector at the end of the P3 agreement.

Public-Private Partnerships Earlier this month, the Biden administration agreed to provide financial support to Brightline West, which will be a privately operated high-speed inter-city rail system connecting Las Vegas and Southern California. As its name might suggest, Brightline West is affiliated with the owners and developers of Brightline here in Florida, which is currently the only privately operated inter-city rail system in the United States.
